WHITEOUT BUFF SCHEDULER · VERSION 4 · RESEARCHED 26 OCTOBER 2026

Schedule the extra help a buff creates, with the team’s access visible.

A cooperative team is already contributing. An appointment changes what a member can accomplish, how much time or resources it saves, and which starts they can fit. Their entire contribution does not appear or disappear with a title.

Development research record for v4; current instructions are in the walkthrough. The original research chat was not recovered; this review audited the current implementation and performed new source research.

The model needed a correction before the solver did.

The old flow optimizer was solving its stated arithmetic problem, but that problem credited a selected player’s entire day-specific stock plus their general speedup stock as appointment value. It maximized this number before appointment count, with wishes and scarcity used only afterward. “Filled slots” meant appointments, rather than distinct teammates served. Mathematical exactness did not establish that this represented the best team outcome.

A member who commits to spend resources is trusted to do so. A question asking what they own establishes inventory, while a question asking what they intend to use establishes a plan. Neither answer alone establishes how much a ministry title changes the result. No reliability discount, presumed exaggeration, alliance favoritism or wealth penalty is added.

The three quantities stay separate: declared contribution; additional benefit attributable to a title; and access, preferences and continuity for the team. Unknown benefit stays unknown. It is not a zero-value member.

The audit also found concrete implementation defects: training-day stock was priced like a speedup-spend task; the browser could add crystals to a field already containing final points; every recognizable time range in comments became a positive wish on every day, including “cannot” ranges; raw availability and a hardcoded 48-slot day distorted scarcity outside the default settings; a general-only extra appointment could improve the fill objective without adding any new modeled resource benefit; and browser imports did not preserve accepted appointments.

SituationCorrect interpretation
Many crystals, no new buff-eligible actionThe declared spend can still contribute. It does not by itself establish a title-created timer benefit.
No speedups, one long new buildA useful start can retain its reduced timer after the seat rotates. Zero speedups does not remove eligibility.
A member requests three daysThey may have distinct work each day. General stock is one shared pool; a complete plan allocates it once across the event.
“Research only; cannot 08:00–09:00”This needs day-scoped, negative constraints. It must never become an all-day positive preference on every category.

Mechanics that materially change the answer.

The following evidence distinguishes developer statements, game references and firsthand player observations. Where a fact varies with state progression or has not been verified in the current game interface, the implementation requires explicit configuration or a declared plan.

Slot mode

Queue and time-slot modes coexist. President/Supreme must activate time-slot mode; requests select within next 24 hours. Approved applications create a Task List reminder.

Scheduling implication. A multi-day planner is an external plan. Separate planned, submitted, approved and held appointments; do not imply all can be booked in game immediately.

Evidence: official confirmed · [Whiteout Survival – New Content Update]

Min turn

Developer version 1.21.20 changed state-wide/inter-state position cooldown to 30 minutes. Removing an incumbent early does not make another slot immediately usable.

Scheduling implication. Default occupied/locked seat intervals to 30 minutes. A player needing only seconds still consumes the seat's minimum interval. Old two-hour statements are stale. Do not infer additional personal cooldowns.

Evidence: official confirmed with firsthand operational detail · [Whiteout Survival official App Store version history] [Position Cooldown — Whiteout Survival Help Center] [Ministry cancel and put the next in line member]

Queue admin

The same update permits moving reservations up the queue and lets Supreme Presidents autoapprove the winning state's positions only or both states.

Scheduling implication. Queue order and inter-state access are leadership configuration. Do not assume an enemy state's players consume capacity, or assume no access, without current settings.

Evidence: official confirmed · [Whiteout Survival official App Store version history]

Start snapshot

Players report construction/research/training speed buffs must be held before starting the action; receiving a title does not shorten a queue already running.

Scheduling implication. Schedule useful starts/restarts. A player with no speedups can benefit by starting a long queue. Finishing an old queue alone does not demonstrate minister benefit. Keep preexisting-queue remainder separate.

Evidence: strong player supported not current engine verified · [Ministers — player before/after appointment discussion]

Snapshot persistence

The title is needed at the new action's start; its reduced timer continues after the appointment ends.

Scheduling implication. Thirty-minute occupancy is an opportunity to initiate work lasting days, not thirty minutes of accelerated production. Never prorate benefit to the appointment duration.

Evidence: strong player supported · [Ministers — player before/after appointment discussion]

Short buffs

At 03:29–03:56 the creator contrasts a half-hour VP turn with roughly five-minute Double Time/pet windows and reports losing those short buffs during repeated building starts.

Scheduling implication. Show a start-action checklist and coordinate personal buff readiness with the chosen slot. Do not assume every start across thirty minutes has the same stack.

Evidence: primary firsthand observation · [Chisgule Gaming: SvS Preparations [how to gain points in State of Power]]

Scoring triggers

SvS tasks differ: Days 1/2/5 list eligible speedup/material use; Day 4 lists train/promote troops. Players report training score appears on collection.

Scheduling implication. Use action-specific scoring triggers: material spend/start, speedup use, and troop collection. Do not price Training Day as a universal 30 points per speedup minute. Support pretraining and holding completed troops for collection.

Evidence: published reference and firsthand supported · [SVS – State Of Power] [Training troops for events — when points appear]

Day and event variant

SvS's listed tasks recur on several days; construction, research and training are not exclusive point categories tied to three labels.

Scheduling implication. Monday VP/construction, Tuesday VP/research and Thursday Education are common team policies, not hard game prohibitions. King of Icefield, Hall of Chiefs and seasonal overlapping events require their own scoring tables.

Evidence: configuration required · [SVS – State Of Power]

State contribution

Personal/alliance score and state contribution are distinct. The wiki's current example uses 100% at FC4+, 50% at FC2–3 and 0% below, explicitly subject to progression.

Scheduling implication. Expose current state conversion bands only when state-score optimization is requested. Never install those example thresholds as universal or silently deny lower-level members growth/fair-access slots.

Evidence: progression dependent reference · [SVS – State Of Power]

Capacity not speed

Training Capacity Enhance (2h) increases both capacity and training times by 200%.

Scheduling implication. Model three-times-sized queues, not three-times throughput. It primarily helps bank a long pretraining batch, reduce requeue actions, and avoid idle overnight camps. Its start window differs from job completion.

Evidence: item description confirmed · [Training Capacity Enhance (2h)]

Additive speed

Displayed +50% Education speed adds percentage points to existing speed bonuses; it is not a 50% timer cut. Larger capacity can make a full batch take longer despite higher troops per minute.

Scheduling implication. Use speed bonus fractions consistently and distinguish same troop count from full-capacity batch comparison. Prefer live displayed times when base data or exceptional effects are unknown.

Evidence: player measurement supported formula · [Question about Ministry of Education buffs — displayed count/time measurements]

Three camps

Training speed/capacity combine bonuses from all three camps and research.

Scheduling implication. Treat Infantry/Lancer/Marksman as parallel queues, with eligible tier/promotion backlog tracked per camp. A single account-wide speedup pool is shared, not replicated three times.

Evidence: published faq · [Frequently Asked Questions — Training speed and capacity]

Promotion nonuniform

One player's T1→T10 through T9→T10 trials produced different points per second; their T9 promotion outperformed fresh T10 training for that event.

Scheduling implication. Tier, promotion source, remaining lower-tier inventory and actual per-unit time matter. Never equate one hour of all troop actions or presume everyone has an unlimited near-top-tier backlog.

Evidence: primary firsthand measurement · [Promoting during SVS — measured points per second]

Fixed construction reduction

Agnes Project Management removes a fixed 2–8 hours from each new construction, depending on level.

Scheduling implication. Fixed reductions create thresholds and potentially instant builds. A speed-percent-only formula is incomplete; collect displayed unbuffed/buffed job times rather than guessing fixed-reduction order.

Evidence: published expert data · [Agnes — Project Management]

Modern orders and experts

Fire Crystal Age replaces some orders and adds Advanced Training/Crunch Time; July notes add research speed to Agnes. October announcement changes Advanced Training's cooldown to 1 day 23 hours.

Scheduling implication. Do not use one timeless buff list. Ask optional active-stack availability; keep exact effects and player eligibility configurable. Never confuse Advanced Training Chief Order with alliance tech sharing that name.

Evidence: official feature existence current values configurable · [Whiteout Survival official App Store version history] [Chief Concierge: Sneak Peek October 18 2026]

President exception

A president's walkthrough reports selecting ministry buffs personally with a five-minute swap cooldown.

Scheduling implication. Allow leadership to mark a president as self-served/exempt from ordinary seat demand. Do not silently consume scarce Education/VP slots for that player or assume an unverified normal-player swap mechanism.

Evidence: firsthand supported special case · [First Time President Guide (Actually Useful)]

State skills and term boundary

Supreme skills can affect current/affiliated states except State Search. Official indexed support warns predecessor skills can end at State of Power's beginning.

Scheduling implication. Use actual announced skill intervals, term reset/closure and access settings. Do not hardcode an unverified phase-specific expiry or assume every advertised 24-hour window survives a term/event boundary.

Evidence: official supported boundary needs live detail · [Supreme President Perks — Whiteout Survival Help Center] [Why did my President Skills become invalid not long after they were activated?]

Two numerical examples

For the same workload, use additive speed percentages. If the pre-title speed bonus is +150% and an explicitly supplied title adds 50 percentage points, the timer changes from W / 2.5 to W / 3.0. That saves 16.67% of the existing timer; it does not halve it.

With a fixed 1,000-minute training budget and a base time of one minute per unit, those same speeds permit 2,500 versus 3,000 units under the continuous-work approximation. If only 2,600 units are trainable, the additional output is 100. Troop tiers, promotion deltas, resources, queues, batching, scoring and collection windows must be supplied before turning that output into event points.

For a 10,080-base-minute build at +100% existing speed, an illustrative +10-point title changes the timer from 5,040 to 4,800 minutes: four hours saved from starting one long build. The benefit is not limited to the 30-minute appointment.

The rebuilt algorithm.

1. Establish the no-appointment baseline.

Each member has a feasible baseline: what they plan to contribute without consuming a public appointment. A baseline can spend speedups and crystals and finish tasks. A freely available personal president buff belongs in that member’s baseline rather than being treated as a second public seat. Existing successful actions remain history.

2. Build feasible whole-event alternatives.

A plan contains the member’s appointments, actions or validated dependency order, total resource use, preferences and additional benefit over their baseline. Construction, research and training alternatives for one member belong together when they share general speedups or prerequisites. The advanced solver selects exactly one complete alternative for that member; it never adds independently priced days and spends the same pool again.

The mechanics calculators evaluate explicit same-work timers and a bounded fixed-budget training approximation. The advanced optimizer checks supplied plan budgets and declared prerequisite order. These are separate responsibilities: the optimizer does not guess omitted task timings or create every possible game plan from a stock count.

3. Encode actual appointments and commitments.

Use absolute UTC intervals, physical office identities and a minimum 30-minute occupied seat. Construction and research both use the same VP seat. Office intervals can conflict even when their slot IDs differ. One member cannot hold overlapping appointments across offices. Configurable member/day/event caps, cross-position gaps, unavailable intervals and accepted locks remain hard constraints. The browser’s three-day template uses the existing Monday/Tuesday/Thursday categories; the advanced model accepts the event’s actual dates and offices.

4. Choose an explicit team policy.

PolicyPriority orderWhat it means
Balanced, defaultDistinct members → extra benefit → requested days → preferences → access history → stabilityFind the widest first access, then the greatest supplied benefit possible at that access.
Benefit firstExtra benefit → distinct members → requested days → preferences → access history → stabilityShow the greatest modeled additional benefit and the membership access it permits.
Team firstDistinct members → requested days → preferences → access history → extra benefit → stabilityExplicitly prioritize broad participation and reasonable requested times.

The browser compares balanced and benefit-first outcomes whenever every eligible request has a benefit estimate. It shows the number of people and measured benefit under each. There is no hidden “sacrifice five percent” rule. If estimates are incomplete, the browser disables benefit ranking for everyone and uses the disclosed team-first order. It still reports measured subtotals with the missing estimates counted. If history is incomplete, rotation is disabled for everyone; an unknown history is never silently treated as zero.

5. Solve at the right level of complexity.

The browser’s independent per-day requests form an exact minimum-cost flow network. A one-unit first-access arc rewards serving a distinct member, with further capacity for additional requested days. Separate member/day nodes enforce one appointment per category. Only available, unlocked seat arcs exist. Dynamic BigInt bounds preserve the policy’s strict priority order. Prior draft placements are soft preferences; accepted appointments are fixed.

Coupled whole-event alternatives require a richer model. The advanced Python solver uses one binary variable per member plan, exactly one plan per member, and office interval conflicts between plans. Resource and prerequisite feasibility is validated before solving. OR-Tools CP-SAT proves one objective stage, fixes its exact integer value and proceeds to the next under one total deadline. An unfinished solve reports FEASIBLE or UNKNOWN, with stage results, rather than claiming an optimal schedule.

For member p and feasible whole-event plan k:
  choose x[p,k] ∈ {0,1}
  Σ_k x[p,k] = 1

For overlapping intervals in the same physical office:
incompatible plan selections cannot both equal 1

For each candidate plan:
total consumption of each member resource ≤ that member’s budget
requested days, availability, caps, prerequisites and locks must fit

Benefit = Σ selected incremental values in ONE declared unit
Coverage = count of distinct members with an appointment
Baseline benefit = 0, even when the baseline contributes resources

Optimize the selected policy’s stages in order.
Never add gross stock, timer savings and event points into one number.

The advanced model allows signed incremental values. For example, a title can reduce the speedup minutes needed for fixed work, and hence reduce a speedup-spend task’s gross points. Benefit-first can choose the baseline instead; a coverage-first policy or fixed appointment can retain the plan and report the negative delta honestly.

What the scheduler needs to know.

Required to scheduleRequired to measure extra benefitOptional team policy data
Player ID; requested categories; explicit UTC availability; physical office and occupied interval; accepted commitments.Actual planned starts; existing queues; task work/time; existing speed; title variant; short buff windows; task and resource limits; shared general allocation; relevant scoring/collection windows.Structured preferred windows; unavailable windows; prior access counts; previous draft slots; explicit plan preferences.

The original survey remains usable. The browser does not require resources to establish eligibility. Optional exact headers include “Construction preferred UTC”, “Construction unavailable UTC” and “Construction buff benefit minutes”, with Research and Training equivalents, plus “Prior appointments”. Benefit minutes are additional time saved over the same plan without the title, with shared resources already allocated once. Unknown benefits stay blank. This simplified browser input is additive by requested day; coupled plans belong in the advanced model.

Comments are retained as source context, never automatically converted into constraints or positive wishes. Output remains marked DRAFT until those comments have been reviewed and hard limits are recorded in structured input. Ambiguous or unconverted local times produce concrete input issues. Prior accepted appointments load from a small Day / Start UTC / Player ID CSV; mismatches stop with a reason instead of moving the appointment.

Implementation evidence and limits.

The browser is a working local replacement for the old survey scheduler. Its tests compare policy outcomes with independent exhaustive enumeration on 300 small instances, plus targeted regression cases. A 120-member synthetic case checks the normal 144-slot event capacity. Actual browser testing covers importing the survey, accepted appointments, result rendering and downloading the workbook.

The advanced solver has semantic fixtures, an independent raw-JSON exhaustive oracle and production CP-SAT comparisons. The verification record contains the actual commands, counts and results for this edition. Historical test-count claims from the old README are not used as evidence for v4.

The advanced plan model does not generate a complete personal build tree, simulate alliance helps, infer banked troops, optimize all possible general-speedup splits or verify the active in-game event table. Supplied plans must be game-feasible; the schema says which assumptions it validates and which it cannot. The calculators do not establish missing rates, resource readiness, spending intent or the current state’s rules. A task-derived integration example calculates two new-build benefits, compiles alternative plans and serves both zero-general-speedup members for 1,600 additional timer seconds saved; the flexible member is moved to the later seat. Its generator and complete input are included. The research identifies those additional inputs rather than filling them with invented constants.

Neither route books appointments in the game. The current game’s next-24-hours booking horizon is separate from this external event plan. No reservation, payment, message or game account was changed.
